What does "Holiday to be confirmed" mean?

A "holiday to be confirmed" is a holiday in which the minimum number of participants, which is set by the skipper when he publishes the holiday, has not been reached yet. If the number cannot be reached, the skipper can cancel the proposal: in this case the users who booked a place for that holiday receive a total refund that covers the entire amount they paid.
